The
acceptance criteria serve as a guiding principle for the qualification
operation.
The
purpose of the qualification is to make sure that a process, method
or facility is able to produce and/or characterize radioactive waste
that meets the applicable acceptance criteria.
Qualification
is a prerequisite for radioactive waste to be accepted and collected
by ONDRAF/NIRAS. It contributes to guaranteeing that the waste will
be managed in accordance with the required safety rules and conditions.
Qualification,
by ONDRAF/NIRAS, mainly applies to:

waste
processing/conditioning and storage facilities ; |

the
methodology for characterizing the waste and ensuring it complies
with acceptance criteria ; |

the
primary packaging of the conditioned waste. |
| |
The
waste processing/conditioning and storage facilities: |
| |
Qualification
is declared at the end of three stages: |
| |
|
the
approval, by ONDRAF/NIRAS, of a technical qualification file
written by the operator, which describes the functioning of
the process and the facility and their ability to deliver end
products that meet the applicable acceptance criteria
;
|
| |
|
the
satisfactory verification of the correspondence between the
information documented in the technical qualification file and
their effective implementation in the facility to be approved.
This verification is performed in the facilities concerned
;
|
| |
|
the
satisfactory examination of the documentation compiled by the
producer to demonstrate the conformity of the waste produced
and verified in the facilities to be approved.
|
| |
The
methodology for characterizing the waste and ensuring it complies
with the acceptance criteria: |
| |
The qualification of a radiological characterization methodology
(and, possibly, of a measuring facility and method), in addition
to the methods used to ensure the waste meets the acceptance
criteria, is also based on specific qualification files. |
| |
The
primary package of the conditioned waste: |
| |
Qualification of the primary package for conditioned radioactive
waste consists of the satisfactory inspection and verification
of the package's compliance with the specific requirements established
by ONDRAF/NIRAS. |
